Promoting Fluorocarbon Lifecycle Management through Carbon Markets

A practical guide on lifecycle refrigerant management and its links to carbon markets for government officials and Article 6 practicioners

We supported the Asian Development Bank (ADB) in developing a policy paper that explores how leveraging international carbon markets can drive effective fluorocarbon management. This publication provides capacity building and technical assistance to help ADB’s Developing Member Countries (DMCs) address the environmental impact of fluorocarbons.

 

The report delves into how carbon markets can facilitate the emission reduction of fluorocarbons, most notably hydrofluorocarbons (HFCs), through strategically leveraging carbon markets, with focus on lifecycle refrigerant management (LRM). The paper identifies barriers to investment, assesses the role of carbon finance in overcoming these challenges, and provides actionable recommendations for policymakers and project developers. It emphasizes how carbon markets and LRM strategies can simultaneously help achieve global climate goals of the Paris Agreement and ozone goals of the Montreal Protocol.

Our work for preparing the report included:

 

  • Development of a knowledge product on the strategic use of carbon markets for the lifecycle management of refrigerants, including Article 6 and voluntary carbon market mechanisms.
  • Research and analysis of a range of treaties and guidelines, including Paris Agreement Article 6 and Article 13 transparency and accounting rules, 2006 IPCC Guidelines, Montreal Protocol and Kigali Amendment, Basel Convention, and TEAP guidelines.
  • Interviews with country climate ministry and ozone unit experts on national status and questions surrounding readiness and barriers for carbon markets.
